Jennifer Novak

A native Californian, Jennifer F. Novak is a second-generation attorney experienced in successfully representing private businesses, individuals, and government agencies for more than 20 years. She helped define the law on government decision-making and uses that knowledge to reach the best technical, economical, and practical solutions for her clients.

Jennifer’s experience began after law school when Jennifer was honored to serve as a research attorney for the Honorable Norman L. Epstein of the California Court of Appeal. Wanting to become a trial attorney, Jennifer then trained as a litigation defense attorney, working for highly-regarded trial attorneys in the private sector. She brought her training and sense of civic duty to the California Department of Justice, Office of the Attorney General, where she spent ten years helping writing the law on water quality, government discretion, due process, and other environmental issues. An example of her work may be found in her published appellate decisions: City of Rancho Cucamonga v. Regional Water Quality Control Bd. – Santa Ana Region (2006) 135 Cal.App.4th 1377; Shamsian v. Department of Conservation (2006) 136 Cal.App.4th621, County of Los Angeles v. California State Water Resources Control Bd. (2006) 143 Cal.App.4th 985; County of Los Angeles v. Commission on State Mandates (2007) 150 Cal.App.4th 898; City of Arcadia v. State Water Resources Control Bd. (2010) 191 Cal.App.4th156; and Natural Resources Defense Council v. County of Los Angeles (9th Cir. 2011) 673 F.3d 880 [reversed 1/8/13].
