Tara Isa Koslov

Ms. Koslov is Chief of Staff of the Federal Trade Commission. She was named to this position by FTC Chairman Joseph P. Simons in May 2018. Her responsibilities span the agency’s broad competition and consumer protection missions, all administrative functions, and external stakeholder relations.

Ms. Koslov previously served as Acting Director of the Office of Policy Planning for nearly two years, and as OPP’s Deputy Director beginning in March 2011. Ms. Koslov has particular expertise in the health care industry, a significant focus of OPP’s work. She also led the FTC’s Economic Liberty Task Force, focusing primarily on occupational licensing issues. She has been deeply involved in the agency’s competition advocacy efforts, public workshops, and reports.

Ms. Koslov served as an attorney advisor to three FTC Commissioners from 1999-2011, specializing in antitrust law and competition policy matters. She had previously served as a staff attorney in the Commission’s Bureau of Competition since 1997. She began her career as an antitrust associate in the Washington, D.C. office of Vinson & Elkins LLP.

Ms. Koslov has been an active member of the ABA Antitrust Section since law school and has held a number of leadership positions within the Section, including her current appointment to the Section’s Long-Range Planning Committee. She recently completed a three-year term as a member of the Section’s Council. In 2012 she completed a three-year term as Editorial Co-Chair of the Section’s Antitrust Law Journal, having served on the editorial board since 1997.

Ms. Koslov graduated from Brown University (A.B. magna cum laude, Phi Beta Kappa) and Harvard Law School (J.D. cum laude). As a law student, she served as an editor of the Harvard Journal on Legislation and as president of the HLS Law and Health Care Society.

Ms. Koslov was a 2017 recipient of the FTC Chairman’s Award (the highest honor for FTC staff) and a 2013 recipient of the Commission’s Award for Excellence in Supervision.
