Jim Blackburn is an attorney with an M.S. in Environmental Science who is a Professor in the Practice of Environmental Law at Rice University. He teaches sustainable design courses there and is co-director of the Severe Storm (SSPEED Center). He has authored two books on the Texas coast, has been active in Texas coastal litigation for environmental goals and has founded BCarbon, a carbon credit registry of which he is chairman of the board.
