A 2004 law supported by Senator Ted Kennedy prevented then Governor Mitt Romney from appointing a successor to a possible vacant Senate seat had John Kerry won the 2004 election. Massachusetts Representative Robert Koczera has now sponsored a bill that would allow Governor Deval Patrick to appoint a successor to Sen Kennedy’s seat, effectively reversing the 2004 law.
